The answer is test a hypothesis. You can't have a real scientific experiment without forming a hypothesis first. It also can't be creating monsters because that one doesn't make sense so we know that isn't correct. But based off the steps you have to take to perform a scientific experiment the answer would have to be to test a hypothesis.
