Solution :

Let , amount of apartments last year is x .

So ,

$(1044-x)/(x)* 100=8.1\\\\(1044-x)* 100=8.1x\\\\104400-100x=8.1x\\\\108.1x=104400\\\\x=(104400)/(108.1)\\\\x=965$
