I took the test twice and both A and C are wrong. I would think that B is the correct answer becuase it says only partial reuse.

There could be a problem with electrical wires somewhere in the power plant or someone could mess up and everything could go wrong, someone could get hurt. Option C: If using nuclear power becomes more popular then we would need bigger facilities to produce all the power we would use. Therefore smaller is not an option if we start using nuclear power regularly.

Sorry about the option A answer. The wires thing was kinda just me, my dad is a carpenter so....yeah.
