We see at the end of the paragraph, Thomas Jefferson said, "Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it." So basically he's justifying breaking ties with England because they were becoming destruction and it was the peoples rights to decide to go off on their own and become their own nation instead of dealing with the destructive-ness in England.
