It’s 1.8784 because you multiply 0.8 and $23.48

20% / 100% = 0.20
$23.48 x 0.20 = 4.696
Round 4.696 to the nearest cent —> $4.70
8% / 100% = 0.08
$23.48 x 0.08 =1.8784
Round 1.8784 to the nearest cent —> $1.88
$23.48 + $4.70 + $1.88 = $30.06
Evan will pay a total of $30.06
