Also, using military power isn't appropriate in a case whereby the citizens are engaging in free speech. There have been some cases whereby the citizens in a country will be engaging in peaceful protests and they get beaten by the military. This isn't appropriate.

In conclusion, depending on the situation, Locke's use of military power might either be appropriate or inappropriate.
