The slope of a line in standard equation will be
(-A)/(B)

m=(5)/(4)

The slope of a perpendicular line to this line will be opposite and reciprocal.

m=-(4)/(5)

Then, we can plug in the point given to get the
b value.

3=-(4)/(5)(2)+b

3=-(8)/(5)+b

b=(23)/(5)

y=-(4)/(5)x+(23)/(5)

Hope this helps.
