Formula for Circumference of a circle:-

C=πd

Where

C = circumference

π = pi, 3.14

d = diameter, 18 in

Substitute the values:-

C=18π

C=18*3.14

On simplification,

C=56.52 inches

The diameter is 18 so in exact terms the circumference would be 18 pi but if you were to get an estimate of the circumference you would multiply the diameter, 18, by 3.14 and get an answer of 56.52. So the circumference in exact terms is 18 pi or estimated to be 56.52 in.
