The answer is B. 16. The steps are:
1. (-8)^4/3 = (-1)^4/3 * 8^4/3
2. = (-1)^4/3 * 8^4/3
3. (-1)^4/3 = 1
4. = 1 * 8^4/3
5. 8^4/3 = 16
6. = 1 * 16
7. = 16
