In his first treatise, Locke explicitly refuted the idea that kings rule according to divine right.

Argued that human beings have natural rights.

Keep people from taking the law into their own hands and harming one another.

He believed government was created to preserve the more effective and secure enjoyment of the individual liberty and freedoms that people had in the state of nature
