Answer: a flood is considered a natural disastor when destruction of huge masses are caused such as thousands of homes being washed away and millions of people bieng rendered homless

People who live in floodplains or non-resistant buildings, or lack warning systems and awareness of flooding hazard, are most vulnerable to floods.
