We can't tell what your instructions are. Many graphing tools will let you click on the locations of the points, then draw a line through them. The attached image is from one such tool.

If you want to plot this by hand, you do it essentially the same way: plot the two points and draw a line through them.

If you want to write an equation for the line, you can start with the 2-point form:

y = (y2 -y1)/(x2 -x1)(x -x1) +y1

y = (5 -(-3))/(2 -(-4))(x -(-4)) -3

y = 8/6(x +4) -3

y = 4/3x +16/3 -9/3

y = 4/3x +7/3

Personally, about the only thing useful I find in this equation is that it tells you the slope is 4/3. You can determine the same thing by counting grid squares between the plotted points on the graph. The line goes up 8 for each 6 to the right, so slope = rise/run = 8/6 = 4/3.
