line: y = (1/8)x - 17/4

Explanation:

To find perpendicular of line (negative reciprocal the given slope)

y = -8x-5

Perpendicular slope = (1/8)x

-4 = (1/8)(2) + b

-4 = 1/4 +b

Multiply everything by 4 to make it eaiser

-16 = 1 -+4b

-17 = 4b

b = -17/4
