If the surface is frictionless, and the mass is 5 kg and the object is on a table, then likely 2 N will be enough to get it going.

If the object is on a table that needs a sandpaper/stain finish, then likely the 5 kg object will not overcome the rough surface of the table and there will likely not be any motion.

If the force is 2N and the object is on a frictionless surface and the object is a 1000kg mass, there might be motion but inertia would certainly be hard to overcome and I doubt there would be motion on planet earth.

2N is just not a very big force.
