Constitutional government

• There is the existence of a written document showing the laws, rights, and policies of the government
• Its powers are limited because they do not have absolute power
• There exist checks and balances in the government in the form of the judiciary, legislature, and executive which all act as checks and balances.
• The government is responsible to the people

Characteristics of a non-constitutional government

• There is the existence of a dictator
• The dictator has unlimited power
• There are no checks and balances as the dictator can do whatever he likes
• He is responsible to no one, except himself.
