The three levels are
1) legislative: the people that make laws. This includes congress, the House of Representatives, and the senate.

2) executive: the people that carry out the laws. This includes the President, the vice President, the cabinet, and most federal agencies.

3) judicial: the people that evaluate laws. This includes most courts, including the Supreme Court.
