Imagine you are a member of Congress meeting with scientists who seek funds for an even more powerful eye-in-the-sky. What scientific justifications would you ask of the scientists in order to decide whether to support or deny their request?

i would ask them why they need it, what do they plan to do with it, how would it be better than the already exsisting one, how much it would cost, if there is a way to reduce cost and how humanity or science can benifit from it.
