Under the Federal System of Government there are 3 Administrative hierarchies for easier administration. They share powers in a way that is defined by the Constitution and consist of;

The Central Unit

Also known as the Federal Government. This is the highest Unit that is in charge of the National related duties such as National Defense. For example the United States Federal Government

The State Level

These are Regional self governing areas that have their own constitutions and regulate most of their own affairs. They typical have the 3 braches of Government being the Executive, the Legislature and the Judiciary. For example Utah.

The Local Government Level

These are known by different names depending on the country they are in and represent subdivisions of the State Government that enable easier and more decentralized administration. In the United States they are known as Counties for example, Salt Lake County in Utah.
