Ok so basically what is happening here is that Hamlet is pretending to be mad. The King and Queen are trying to find out why Hamlet is so mad, because he doesn't usually act this way. The court adviser, Polonius, promises to the King that he will find out why Hamlet is mad. Gertrude, Claudius, and Ophelia are trying to "snap Hamlet out of being mad."

From what I know, why he is doing this is unknown, but I think he is doing this for a "humorous effect" or just to be like, annoying or weird.
