length = x


width = 2x - 3


perimeter = 2(x + (2x - 3))


51 = 2(3x - 3)


51 = 6(x - 1)


x - 1 = 8.5


x = 9.5cm


length = 9.5


width = 2x - 3 = 2(9.5) - 3 = 16cm
