-The rater might not be objective.

-The rater can focus on one factor and is not able to identify the strong and weak points of an employee.

-The rater might not know the performance standards to be able to do a good evaluation.

-The rater doesn´t use low and high ratings which doesn't show the differences between employees.

-The rater might give high ratings that are not true to avoid problems with people.

-The rater might not be familiar with the dimensions that are evaluated.
