changes to the Constitution? What
might happen if it were quick and casy for legislators to create new laws?

Answer: The Framers of the Constitution of 1789 created a powerful national legislature to represent both the People and the States. Yet they also feared its awesome power and therefore determined to limit that power in order to protect individual liberty.

Explanation: The Founders deliberately made the process difficult in order to protect the power of the states and the rights of the citizens.
