100% would be the full amount.

25% is 1/4 of 100%.

170 is 1/4 of x.

so we would do 170*4 to get to 100% and get x which would be 680.

So x=680.

In other words, 170 is just a part of the whole, it is 1/4 of the whole. If we had 4/4, that would be 1/4*4. So we can just do 1/4 which is 170*4.
