9 x + 11 > 4 x − ( 17 − 9 x )

9 x + 11 > 13 x − 17

Move all terms containing x to the left side of the inequality.

−4 x + 11 > − 17

Move all terms not containing x to the right side of the inequality.

− 4 x > − 28

Divide each term by − 4 and simplify
