Attitudes towards people with disabilities changed a bit during this time but still did not embrace the idea of empowering people or inclusion. Instead of thinking of people with disabilities as being cursed, they began to see them as people who needed to be cared to and protected. This led to the creation of institutional care schools, which was often actually abusive, but was considered progressive at the time because they didn't just leave disabled kids on the street to beg.
