While all of these actions had a direct effect on those suffering from this horrible disease, the U.S. government also forgave some of the debt owed by African countries. In this way, while not having a direct influence on the people, it would lessen the burden that their government was facing, which left African governments with more resources to help their own people. The U.S. understood that a government that is stable and able to care for its citizens is able to maintain its dignity and become a partner in advancing human rights.
