Hey there!

If everything is on the same horizontal level, it is at the same elevation, or height. On a graph, the elevation is the y-value. So, if we want the points to on the same horizontal line, they have to have the same y-value.

The points that all share the y-value of -1 are (7,-1), (2,-1), and (-3,-1). Since (-3,9) is at a different y-value it is not on the horizontal line of y=-1.
