The slope is

m = (y2-y1)/(x2-x1)

= (-3-0)/(-1- -3)

= (-3-0)/(-1+3)

= -3/2

Using slope intercept form

y = mx+b where m is the slope and b is the y intercept

y =-3/2x+b

Using the point (-3,0)

0 = -3/2(-3) +b

0 = 9/2+b

b = -9/2

y = -3/2x-9/2
