Since I the Congress have the power to get a drink I intend to get a drink at this moment. Though you the Constitution have power you have given me the right to get a drink which means I have a right to. Even if you the Constitution may not have wanted me to have the power to get a drink, I will get one since the power and right have been given to the Congress.
