y = x^2 + 3x - 1.

You find the values of y by substituting the individual values of x.

So when x =- -4, y = (-4)^2 + 3(-4) - 1

= 16 - 12 - 1

= 3.

When x = -3, y = (-3)^2 + 3(-3) - 1 = 9 - 9 - 1

= -1.

When x = -2, y = 4 - 6 - 1 = -3.

When x = -1, y = 1 -3 - 1 = -3.

When x = 0, y = 0 - 0 - 1 = -1.

When x = 1, y = 1 + 3 - 1 = 3.
