approx 0,000016 or 0,0016%

Explanation:

The probability that first selected chip is defective is 40/10000=4/1000

So only 39 defective chps left amoung 9999 chips.

So the probability that second randomly selected chip is defective as well is

39/9999= 13/3333=approx 0.004

The probability that both chips are defective is

P(both=defective)=0.004*0.004= 0.000016 or 0.0016%
