I would tell the restaurant owner the following:

“Since you are having customers waiting at lunch and dinnertime, signal to your available workers to stand beside those diners that have spent long time dining. Those workers should wear a smiling and accomodating look on their faces but yet one that shows that they are waiting to clear up the table immediately. This means you will have to focus on increasing workers (if there are less workers) so that immediately some workers take their positions to clear up the table, the rest are receiving orders from the available customers and motioning them to vacant seats that the previous diners left. Therefore, by the time those taking orders move to do so and the others are standing right beside those spending so much time, diners will pick the message that their time is up"
