Explanation:

Perpendicular => So, it will have a slope of a negative reciprocal to this slope

Slope = m = 1/2

Now,

Point = (x,y) = (0,1)

So, x = 0 and y = 1

Putting this in slope-intercept equation to get b

=>
y = mx+b

=> 1 = (1/2)(0) + b

=> b = 1

Now putting m and b in the slope intercept equation to get the required equation

=>
y = (1)/(2) x+1
