Answer:

Japanese Constitution is Peace Constitution forced by GHQ. That's why we don't officially have our troops. Furthermore, it is written by poor Japanese, and we can't understand properly what it says. Japan has a lot of people who want to change such a constitution and have our troops as a "normal nation" to attack the enemies overseas again.
