HIV is not a STI because you can be born with HIV

Answer: HIV is an STD. an STD can cause a sore or a break in the skin, which can make it easier for HIV to enter the body.

Explanation: basically if it were STI it would increase the risk of having the transmission for HIV. (: hope that makes sense !
