Why and how do governments promote population change?

Governments may promote population change in many ways. One way is to limit the number of children citizens can have. An example of this was China’s One-Child Policy, a law where the Han Chinese (primarily living in urban areas) cannot have more than one child. This drastically affected China’s population as now there is a huge male and elderly population. Another way is to push for the usage of contraception. In Iran, contraceptives have been used more and have been endorsed by the government to limit an unbalanced population.
