y = (1)/(2) x+2

Explanation:

Parallel => So, Its slope would be the same as this one

Slope = m = 1/2

Now,

Point = (x,y) = (-2,1)

So, x = -2, y = 1

Putting this in the slope - intercept equation to get b


y = mx+b

1 = (1/2)(-2)+b

1 = -1+b

Adding 1 to both sides

b = 1+1

b = 2

Now Putting m and b in the slope - intercept equation to get the equation of this line


y = (1)/(2) x+2
