y = (-(1)/(4) )x-10

Explanation:

Perpendicular => So the slope will be the negative reciprocal of this slope

Slope = m =
-(1)/(4)

Point = (x,y) = (4,-11)

So, x = 4, y = -11

Putting this in slope intercept equation to get b


y = mx +b

-11 =
(-(1)/(4) )(4) + b

-11 = -1 + b

b = -11+1

b = -10

Now putting the slope and y-intercept in the equation to get the required slope intercept equation.


y = (-(1)/(4) )x-10
