2. The Big Three; Zeus, Poseidon and Hades had sworn to not have any more children since they were becoming too powerful. Poseidon most likely didn't want to claim Percy in order to avoid facing the fact that he broke the oath with his brothers.
3. A good leader needs to be honest, be able to communicate and delegate responsibility. He/she needs to have a positive attitude, be able to inspire others and be creative. Chiron meets all of this criteria; he is honest to the campers and to Percy when asked serious questions about the ongoing crisis, he is able to delegate responsibility and the way he runs Camp Half-Blood is creative as well as inspiring for the campers to develop their multiple talents.
