Answer: President Wilson's Fourteen Points were not incorporated in the Treaty of Versailles because the Allied delegates wanted Germany to pay reparations for the war.

Explanation: After the war everyone involved in the war thought it was good idea to put 100 % of the blame on germany. As a result of that germany couldn't do a lot of things until they payed the reparation/bill of all the destruction and damage of the war.
