(-(9)/(4),(3)/(2))

Explanation:

Given a point (x,y). If we have a dilation by a scale factor of r, centered at the origin, we have that the coordinates of (x,y) in the new system is given by (r*x,r*y).

Assumign that this dilation is centered at the origin, then if P is the point (-6,4) then the point P' is
(-6\cdot (3)/(8),4\cdot (3)/(8)) = (-(9)/(4),(3)/(2))
