Answer: 4 units down.

Explanation:

When we have the graph y = f(x)

We can do verticals translations as:

y = f(x) + a.

if a is a positive number, the new graph for y is moved a units upside.

if we want to do a translation down, we should do:

y = f(x) - a.

Now, our f(x) = IxI, and our translation is:

y = IxI - 4

You can see that we have a subtraction of a positive number (4) so we have a translation of 4 units downwards.
