NH3(g) + H2O(l) ----> NH4^+(aq) + OH^-(aq)

We can easily see that ammonia accepts a proton from water (this makes it a Brownstd-Lowry base) and the hydroxide ion is formed in the process. Water functions as the proton donor here.
