Triangle PAO is congruent to Triangle PBO by Hypotenuse-Leg (I'm assuming you learned this already if you have this question let me know if you haven't). OA and OB are both radius of circle O, making them congruent because all radii are congruent. Also PO is congruent to PO by reflexive.

Angle AOC is the same thing is Angle AOP. Angle POB is congruent to Angle AOP by CPCTC (Congruent Parts of Congruent Triangles are Congruent). Therefore, Angle POB is 46 degrees.
