yes, as some time it can lead to very strict rules and we can't speak for ourselves ,we are govern by a ruler or the representative of the country and if we wish also to change the representative we can't as what so ever he wish the things will happen to the country and if he doesn't help to his country and people can't fight because of his rules and regulations it would lead to total tolerance

and no, because it can't be tolerance if the king is kind towards his nation and people and solves the problem faced by his country and the country is developing because of him it wouldn't lead for tolerance as the people are happy with that ruler or the representative of there country.
