If each package costs $0.50 then we simply multiply the price with the amount of packages he bought:

4 * $0.50. Lets get rid of the dollar sign, so it doesn't distract us.

I'm not sure if you studied about floating point numbers yet, but I assume you did.

4 * 0.50 =?

We have two numbers after the floating point, but for the sake of simplicity we can get rid of it too and just multiply 4 * 50 and then put the floating point back into the number after the first two digits (because we removed it after two digits 0.50)

Anyway 4 * 50 = 200

We add the floating point and get:

2.00

Therefore his brother spent $2.00 after we add the dollar sign back in
