Is Writing a script should be the first thing to do when making a documentary?

I would assume it depends on what kind of documentary is being recorded. But ideally, no. It would be better for the filming to occur and then a narrator's script to be written after all of the filming. That way, all of the filming is genuine quotations and isn't scripted.
