When is written in simplest radical form, which value remains under the radical?

The number that is a perfect square remains on the outside and the one that isn't, stays on the inside. For example, you can make the number 2
√(3) only when the number on the outside is a perfect square. The original number was 4, so it reduced down to 2, and the other number stayed in the radical
