James Maddison was never elected for congress ( although he was in the second Continental Congress).

James Madison was Thomas Jefferson’s Secretary of State, had a major contribution to the writing of the constitution. He was the United State’s fourth president. He was also vice for George Clinton and Elbridge Gerry.
