The formula for a perimeter of a rectangle = 2(L+B)

= 2L+2B

Where L and B are length and breadth respectively.

The question says ;

2cm = 2(L+B)

2cm = 2L+2B

Divide both sides by 2

1 = L+B

If the sum of the length and breadth is equivalent to 1cm, then the length itself is less than 1 cm. That is L < 1 cm

When all sides of the rectangle is summed, it will definitely be a whole number since the perimeter is 2 cm
